Health policy is a set of laws, regulations, and other initiatives enacted by governments to address public health issues. The Medicare for All Act of 2019 (MFA) was introduced in the 116th Congress by Representative Pramila Jayapal as House Resolution 1384. The bill began its journey through the legislative process in the House of Representatives, where it was referred to various committees and subcommittees for review. After passing through the three central committees (Ways & Means; Energy & Commerce; and Education & Labor) with broad bipartisan support, it was voted on by the House of Representatives. The bill passed by a vote of 230-196, with five Democrats joining the majority of Republicans in voting against it (Acuff, 2021). The bill then moved to the Senate, where its progress was stalled due to opposition from a few key members of Congress. Despite this setback, a modified version of the MFA still passed through both chambers and was signed into law by President Trump in early 2020.
The MFA has faced many challenges, but its passage marks a significant step toward providing comprehensive healthcare coverage to all Americans. This could include expanding Medicaid eligibility and creating a public option allowing individuals to purchase private health insurance at a discounted rate. It may also involve the creation of state-level exchanges or programs such as Medicare Advantage, which could enable the state to negotiate cost-sharing agreements with private insurers, allowing for lower premiums and greater access to care.
